Hallowell Harbormaster Arthur Moore was honored in a surprise ceremony during the Fall Festival. The event recognizes his lifelong contributions to the community, and especially his efforts to preserve and promote the Kennebec River  waterfront.  Mayor Barry Timson read a proclamation declaring October 2, 2004 as Arthur Moore Day in Hallowell; and Captain Moore was presented with an official  Harbormaster' license plate.
